The City of Westminster (City) excavated and placed fill material into a 0.08 acres wetland and impacted over 1,000 LF of Waters of the U.S. to relieve congestion and provide for safer vehicular and pedestrian movement. The permit required the creation of a 0.08 acres wetland mitigation area and restoration of a 2 acre riparian area. Both of these areas were graded and planted in the fall of 2007 by the City. Topography was created to facilitate wetland hydrology to support the hydrophytic plants and seeds that were installed in 0.08 acre wetland mitigation area. In the fall of 2007 3,220 plantings were installed in the wetland mitigation and riparian areas. This total quantity exceeded the requirement of the Individual Permit (IP) and enabled the City to meet the permit requirements. |
